   Place hot water, instant coffee and sugar in a small bowl. Using a hand mixer or frother, beat mixture until fluffy and light, about 3 minutes.

   Fill 4 glasses with ice. In a large container or liquid measuring cup, stir together vodka, milk, Kahlua and vanilla extract. Pour mixture evenly into glasses. Spoon whipped coffee on top of mixture. Serve immediately.
